Phoenix to restart water shutoffs in November, starting with largest overdue bills

Phoenix Water Services plans to begin shutting off water service in November for customers with seriously delinquent bills, ending a six-year suspension of turnoffs. More than 9,000 accounts are behind on payments, with a combined balance of nearly $24 million, according to city figures. The city said it will initially focus on accounts owing more than $1,000 rather than customers with smaller balances. Water Services Director Brandy Kelso said the department will consider other overdue accounts individually after working through the largest debts. The city is offering payment plans and other options to customers who have fallen behind. Phoenix continued supplying water during the pause, even when bills went unpaid, and outstanding balances accumulated. Kelso said some customers owe more than $1,000. She also argued that paying for water encourages conservation, calling the resource precious in Arizona and elsewhere. The city says addressing the unpaid bills now is intended to prevent the debt from growing and eventually putting pressure on rates for all customers. Kelso said the current balance could affect rates over time if it continues to rise.
