Florida man admits role in violent Banks kidnapping over Portland resident’s cryptocurrency
Billy Shane Cordova pleaded guilty to kidnapping a Portland resident who was beaten and left bound to a post in rural Washington County. Prosecutors say the assailants stole about $128,000 in cryptocurrency from the victim.
A Florida man pleaded guilty Friday to kidnapping a Portland resident in a 2023 scheme that ended with the victim beaten, stripped and duct-taped to a post in a rural field near Banks, federal court records show.
Billy Shane Cordova, 26, of Jacksonville, admitted in federal court in Portland to one count of kidnapping. Prosecutors and his defense attorney plan to jointly recommend a prison sentence of six years and six months to seven years and three months, depending in part on a court assessment of his criminal history. His sentencing is scheduled for Jan. 13.
According to Cordova’s plea agreement, he and three other men traveled from Florida to Portland, rented cars through the Turo car-sharing service and watched the victim’s apartment while waiting for an opportunity to abduct him.
On Nov. 10, 2023, the men forced the victim from one vehicle into another. While some took him away, others entered his apartment and tried to access his cryptocurrency, prosecutors said. The victim was driven to a field near Banks, where he was stripped, bound to a post with duct tape and repeatedly assaulted before being left there.
The 22-year-old was found the next morning near Northwest Mountaindale Road and Old Pumpkin Ridge Road. A passerby called Washington County sheriff’s deputies at 8:33 a.m. The victim suffered serious injuries, including broken bones and a collapsed lung, according to prosecutors.
Later on the day of the kidnapping, the perpetrators used the victim’s cryptocurrency wallet seed phrase — a password-like string that can provide access to digital assets — to transfer about $128,000 worth of cryptocurrency, the indictment says.
Cordova admitted that he kidnapped the man for ransom and crossed state lines to commit the crime. “I plead guilty,” he told U.S. Magistrate Judge Youlee Yim You.
Co-defendant Jackson Suha Reves, 21, also pleaded guilty to kidnapping last week. Both men are being held at the federal prison in Sheridan. The two other defendants, Ralph Moreno Jr., 26, and Justice Uallah Del Carpio, 22, have pleaded not guilty to kidnapping and conspiracy to commit kidnapping.
