Phoenix backs four-site growth plan for 20-mile stretch of the Rio Salado

Phoenix leaders adopted a long-range plan on Oct. 26 to guide housing, development, parks and future investment along a 20-mile stretch of the Rio Salado in South Phoenix.

Called RIO PHX, the plan identifies four catalyst sites where the city hopes to encourage growth over the coming decades. The sites are located at Seventh Avenue, Central Avenue, 16th Street and 24th Street.

The plan envisions mixed-use development at Seventh Avenue and 24th Street. A city-owned site along Central Avenue is proposed as a gateway to South Phoenix, with commercial businesses and community spaces. The 16th Street site could become a recreation area.

The roadmap sets out a direction for future investment, but the information released about its adoption does not specify a construction schedule, project costs or what developments will ultimately be built. The four locations are identified as opportunities for future growth, rather than as completed projects.
