Philadelphia man arrested in killing of Cheltenham Walmart worker

CHELTENHAM TOWNSHIP, Pa. — A Philadelphia man has been arrested and charged in the fatal shooting of a Walmart employee who was killed in the Cedarbrook Plaza parking lot after leaving work, Montgomery County authorities said Monday.

Destino Jean-Louis, 23, faces first- and third-degree murder charges and related firearm offenses in the death of Latosha Ann Cooper, 45. Cooper was shot Wednesday night in the parking lot near the Walmart in the 1000 block of Easton Road.

Police found Cooper beside her Nissan sedan with a gunshot wound to the head. She was pronounced dead at the scene. Investigators said she had just completed her shift and was talking with a coworker when a masked person approached and shot her, then fled across Cheltenham Avenue into Philadelphia.

Surveillance footage showed a masked person near a bush with a clear view of the store entrance, apparently waiting for Cooper to leave, officials said.

Detectives learned that Jean-Louis had previously worked at the store and had been in a romantic relationship with Cooper. The two were issued a marriage license on March 31, 2025, according to the Montgomery County District Attorney’s Office. Investigators said a recent breakup appeared to worsen issues Jean-Louis was experiencing related to his immigration status.

The U.S. Marshals Service Fugitive Task Force arrested Jean-Louis Friday at a Philadelphia home in the 6600 block of North 18th Street. During a search, officials said, authorities found a sandwich bag containing 11 rounds of .22-caliber ammunition, the same caliber as the weapon used in Cooper’s killing.

Investigators also said Jean-Louis’ phone records showed repeated trips between the Philadelphia residence and the Walmart in the weeks before the shooting, and placed him near the parking lot at the time of the killing.

Jean-Louis is accused of the crimes; the charges have not been proven in court. Anyone with information is asked to contact Montgomery County Detectives at 610-278-3368, Cheltenham Police at 215-885-1600, extension 499, or the department’s anonymous tip line at extension 777.
