Racine man faces 11 counts after alleged filming in Target changing rooms

A 26-year-old man is accused of using a small camera to record people in fitting rooms at a Racine Target, with police identifying at least 10 incidents. A court commissioner set his bond at $5,000 and barred him from Target stores, changing rooms and camera equipment.

A 26-year-old man faces 10 felony counts and a misdemeanor after authorities accused him of secretly recording women and girls in fitting rooms at a Target store in Racine over the weekend. Jacob Schuster is charged with five felony counts of capturing an intimate image without consent involving someone under 18, five similar counts involving adults and one count of disorderly conduct. According to the criminal complaint, Schuster admitted using a small camera to take pictures and record women through or under fitting-room doors. Police reviewed store surveillance and identified at least 10 instances, including five involving girls believed to be 14 or 15, the complaint said. The complaint says Schuster told investigators he was spying on “attractive women.” He was arrested Sunday. Investigators planned to search his phone, and authorities said additional charges could be referred if further evidence is found. A court commissioner set Schuster’s bond at $5,000 on Monday and ordered him to have no contact with Target stores, fitting or changing rooms, or camera equipment. The charges are allegations; Schuster has not been convicted.
