BELOIT, Wis. — The City of Beloit and Town of Beloit plan to end fire and emergency medical service agreements with the Town of Turtle and part of the Town of La Prairie, saying the contracts left Beloit taxpayers covering a substantial share of the cost. The agreements are set to terminate at the end of the year after the city and town provided the required notice, officials said in a joint release. They said they remain willing to negotiate new contracts that more accurately reflect the cost of responding to calls outside Beloit. City Manager Daniel Ortiz Hernandez and Town Administrator John Malizio said a review of the existing agreements found that some neighboring communities were paying significantly less than the actual cost of the fire and EMS services they received. “For years, some neighboring townships served by the City of Beloit and Town of Beloit received fire and/or EMS services at rates significantly below the actual cost of providing those services,” the officials said. “The extent of that disparity had gone largely unnoticed under the historical agreements.” The gap became apparent as Beloit’s city and town governments examined their contracts while pursuing a consolidation of their fire and EMS departments. Officials said the broader restructuring is intended to strengthen response capacity and staffing while addressing rising operating costs. They also said the revised estimates may still understate the true cost because they do not fully account for capital expenses such as fire stations, ambulances and other equipment. Calls outside Beloit can also occupy crews and emergency vehicles that might otherwise be available for residents within the city and town, officials said. The service changes will affect the Town of Turtle and a portion of the Town of La Prairie. The release did not specify how the communities will replace the services after the agreements end or whether new contracts could be reached before then.
