Texas inspection record cites Dallas daycare after mother reports rough handling

A caregiver at The Learning Experience daycare on Frankford Road in Dallas was arrested on two assault charges after a mother said she saw the caregiver forcefully handle children, including her 3-year-old daughter. The mother has sued the daycare, seeking answers about the incident and whether other problems occurred.

Fran Wilson said she chose the facility after researching it and speaking with its director. Three to four months after her daughter started attending, Wilson noticed changes in the child’s behavior, including nightmares and increased clinginess. Her daughter also told her that a teacher had hit her, Wilson said.

On Sept. 3, Wilson made an unannounced visit and watched live classroom footage with the director and another employee. Wilson said she saw a caregiver pull her daughter by the arm toward a sink and then grab a boy by his shirt and throw him down.

The caregiver no longer works at that location, The Learning Experience told CBS News Texas. The outlet reported that it had tried to reach the caregiver but had not received a response.

Texas Health and Human Services investigated the facility. Its publicly available childcare monitoring record lists findings related to “Grabbing and Pulling” and caregivers’ failure to demonstrate competency, good judgment and self-control.

Wilson’s attorney, Russell Button, questioned whether the daycare’s cameras were being used effectively. The company’s website says classroom cameras are monitored from administrative offices, while Button said the daycare had indicated that the incident was not recorded. Those claims do not establish who was monitoring footage at the time or what staff knew.

The company said children’s safety and well-being were its highest priorities and declined further comment, citing the ongoing legal matter.

Wilson said the experience has changed her family’s life and urged other parents to speak up when they have concerns. Her lawsuit seeks accountability and answers about what may have happened before the incident.
