Boston council seeks MBTA chief’s testimony on $164 million Blue Hill Avenue plan

The Boston City Council voted Wednesday to subpoena MBTA General Manager Phil Eng, seeking his testimony at a council hearing about the proposed $164 million redesign of Blue Hill Avenue.

Councilor Miniard Culpepper, a Dorchester Democrat who filed the subpoena order, said Eng and other transportation officials sidestepped opponents’ questions during four public hearings in September. Culpepper also said Eng did not attend an Oct. 14 field hearing he had organized.

The project, led by the MBTA and Mayor Michelle Wu’s administration, would add a center-running bus lane to the busy corridor. The council’s move uses a rarely exercised power to press the transit agency’s top official to answer questions publicly.

Culpepper and Councilor Brian Worrell have urged the T to consider replacing the redesign with an Orange Line extension. Eng has said the street project would not prevent future discussions about rail expansion. Studying a new rail route, however, would likely take several years and cost millions of dollars before construction could begin.

The council vote seeks Eng’s appearance; the information available does not specify when the hearing will take place or provide the vote count. The outcome of the debate will shape plans for a major transit corridor, where the competing proposals offer different approaches to improving service.
