Woodland police say video shows ICE SUV struck observer, contradicting DHS account
Woodland police say video evidence shows an ICE agent’s SUV hit 37-year-old Antonio Moreida as he documented federal immigration activity. DHS says Moreida jumped onto the vehicle; the city is investigating, and the findings will go to the Yolo County district attorney for review.
A 37-year-old man suffered minor injuries after an unmarked SUV driven by a federal immigration agent struck him in Woodland on Oct. 20, according to Woodland police, who say video evidence contradicts the Department of Homeland Security’s account of the incident.
The collision happened around 9:40 a.m. near Locust and Clover streets, police said. Antonio Moreida was documenting federal immigration enforcement activity in the neighborhood when the SUV hit him and knocked him to the pavement. He was taken to a hospital.
DHS disputed that the agent struck Moreida. In a statement, a spokesperson said Moreida jumped onto the hood and slid off after the driver braked, accusing him of staging the incident.
Woodland Police Chief Ryan Kinnan said investigators reviewed video and concluded that the agent hit Moreida and that Moreida did not jump onto the hood. Kinnan also said the agent braked before the collision and stayed at the scene while police investigated.
“Certain claims made in the DHS statement are inconsistent with the video evidence obtained and reviewed by Woodland Police investigators,” Kinnan said. “We believe our community deserves accurate, factual information about this incident.”
Mayor Tom Stallard also challenged the federal agency’s account, saying video from the scene showed DHS’s statement was inaccurate. Stallard said the police investigation would continue to be “speedy, fair, and impartial.”
Footage shared by an immigrant advocacy group shows Moreida being knocked down. Video from Moreida’s GoPro camera, shared with a local television station, appears to show the SUV moving toward him before he falls. Police said their criminal investigation will examine the actions of those involved and the events leading up to the collision. Investigators will forward their findings to the Yolo County District Attorney’s Office for independent review. No charging decision has been announced.
