ICE agent points gun during SoMa encounter; man later seen handcuffed, footage shows

A plainclothes ICE agent drew a gun during a confrontation with a man on Sixth Street in San Francisco’s SoMa neighborhood Monday morning, according to home security footage of the encounter.

The video shows the man, wearing a navy suit, running across the street with the agent close behind. Two other agents in green ICE uniforms then catch up, and one orders the man to get on the ground. The man remains standing and asks what the agents are doing. When asked why he ran, he says he did not know who they were and that he was on his way to work.

“You’re violating my rights as a U.S. citizen,” the man says in the footage. He appears handcuffed on the ground minutes later, according to the video description.

A nearby resident, identified as Juan Carlos, said he heard yelling at about 8:45 a.m. and saw the plainclothes agent holding a gun when he looked outside his apartment. Carlos, a financial analyst who asked that his last name not be published for privacy, said he initially did not recognize the agent as law enforcement because he had not noticed a badge around the agent’s neck.

“I was like, ‘Am I about to see someone get murdered?’” Carlos said. He recalled telling the agents they were being recorded.

The footage captures a tense enforcement encounter in a residential part of SoMa, but the available details do not establish why the man was pursued or what happened after he was handcuffed.
