New Bedford ends employment of two officers after Flock camera audit

NEW BEDFORD, Mass. — The city has fired two police officers after an internal investigation found they misused the department’s Flock Safety license plate reader system, officials said Thursday, Oct. 22.

Officer Emily Pacheco and Sgt. James Martinelli were terminated at Mayor Jon Mitchell’s direction, following a recommendation from Police Chief Jason Thody. The department said its investigation found that Pacheco violated multiple policies governing the technology and failed to follow other procedures. Martinelli used the cameras to conduct searches for personal reasons, the city said.

The department’s audit of its Flock technology began in July and remains ongoing, Thody said in a statement. Mitchell said the review is intended to ensure the cameras are used properly, following public concerns about the system’s privacy implications.

Automated license plate readers capture vehicle plate information and allow users to search records. Their use can raise questions about who may access the data, for what purposes and how long records are retained. The city did not provide further details Thursday about the searches that led to the officers’ dismissals.
