Oregon settles one group of claims over alleged abuse at MacLaren facility
Oregon has settled a lawsuit brought on behalf of people who alleged that former pediatrician Edward G. Edwards sexually abused them while they were teenage residents at MacLaren Youth Correctional Facility in Woodburn. The settlement terms have not been released. Edwards worked for the Oregon Youth Authority beginning in 1977 and died in 2025, before the lawsuits were filed. The plaintiffs initially sought $51 million, according to their attorneys. Attorney Peter Janci said his firm expects to release some details about the settlement in the coming weeks. The lawsuit alleged that Edwards abused multiple boys during medical examinations and that Oregon Youth Authority leaders received warnings about his conduct but did not act. In a court filing, plaintiffs’ attorneys said youth were required to undergo intake exams, often alone with Edwards in a closed room. Court filings cited reports from young people and staff in the 1990s and 2000s raising concerns about Edwards. The filings said he examined youths without gloves and did not allow chaperones in the room. Oregon State Police investigated abuse allegations in 2007 but found insufficient evidence for prosecution, according to the filings. An agency investigator later described the allegations as unsubstantiated. Marja Martinez, an Oregon Youth Authority spokesperson, said the agency could not comment on the settlement because other litigation is ongoing. She said the agency has introduced reforms, including faster investigations of complaints and mandatory employee training. Six other lawsuits concerning allegations against Edwards remain active. Janci said those cases are proceeding toward trial and that the state has not offered settlements in them. The settlement comes amid broader scrutiny of conditions at MacLaren, Oregon’s largest juvenile correctional facility. A Marion County grand jury report released in December 2025 identified what it called cascading failures at the facility and said allegations of sexual abuse needed prompt, thorough investigation. The report said the issue required deeper investigation than the grand jury could undertake. The settlement resolves one set of claims, but the six remaining cases and the grand jury’s concerns leave questions about accountability and protections for young people in state custody unresolved.
