Pinal County approves industrial zoning for 4,695 acres of state land

A unanimous county vote clears the way for Arizona state land in the far East Valley to be marketed for industrial development. The zoning bars standalone data centers and utility-scale solar, but no prospective tenant has been identified.

Pinal County supervisors unanimously approved industrial zoning for 4,695 acres of Arizona State Land Department property during a special meeting Oct. 1, opening the door for the site to be offered at auction with development entitlements in place. The land, in the far East Valley near San Tan Valley, also received a Special District designation. The county’s Planning and Zoning Commission recommended the change in a 7-2 vote on Sept. 16. The zoning allows the state-owned property to be positioned for a large employment development, but officials have not identified a potential user or announced when the land might be auctioned. Standalone data centers and utility-scale solar plants are prohibited under the new designation. Arizona uses land auctions to generate revenue for public beneficiaries, including schools. The county’s decision establishes what types of development may be pursued on this parcel, but does not itself select a developer or commit the land to a specific project. The county and the State Land Department did not provide comment before the vote was reported. Details about a future project, including its jobs, infrastructure needs and effects on nearby communities, remain unknown.
