MILWAUKEE — A paraprofessional at Trowbridge School is facing a felony charge of child abuse after an encounter with a 12-year-old student during an after-school program, according to a criminal complaint. Margaret Galligan-Norquist, 37, is accused of grabbing the student’s arm on Sept. 15 after the student directed an inappropriate word at her. The complaint says the student pulled away, prompting Galligan-Norquist to grab the student by the neck. The student suffered a visible scratch that broke the skin, according to the complaint. Galligan-Norquist acknowledged grabbing the student’s arm, the complaint says. A $5,000 signature bond was set in the case. Galligan-Norquist is scheduled to return to court for a preliminary hearing Sept. 25. In a message to Trowbridge families, the school’s principal did not identify the employee but said a staff member was no longer working at the building following an allegation that a student had been scratched. The school is conducting its own investigation. A criminal charge is an allegation, and the defendant is presumed innocent unless proven guilty in court.
