MILWAUKEE — A new housing development in Milwaukee’s Uptown neighborhood is combining affordable apartments with short-term support for residents facing a housing crisis. The Phoenix Residential Apartments, near 52nd Street and Meinecke Avenue, opened with more than $1.3 million in funding from Milwaukee County. The development has 31 units, including 21 designated as affordable housing. Eight of the affordable apartments receive county rental assistance. The remaining 10 units are intended as temporary housing for people in crisis, with services meant to help residents move into permanent housing. Jamie Gray of KG Development Group said the project reflects a broader approach that treats stable housing as a foundation for health and well-being. “This building has allowed us to write the first prescription anyone needs. And that is stability,” Gray said, thanking Milwaukee County, Aurora and others involved in the development. The Phoenix Apartments are part of a larger county investment in affordable housing. Two additional developments are underway — one in Shorewood and another in Milwaukee’s Bronzeville neighborhood. Together, the projects are intended to expand the supply of housing that is affordable to residents and provide more pathways out of homelessness and housing instability. The Uptown development’s mix of permanent, subsidized and transitional units is designed to address several stages of that housing need in one location.
