A proposal to redevelop Neptune Beach’s long-vacant former Kmart property with a hotel and shopping center is scheduled for a public hearing next week, though the project has not been approved.

TBR Neptune is seeking preliminary development plan approval and variances for the 500 Atlantic Blvd. site. The proposal calls for a 133,580-square-foot hotel with 150 rooms, about 90,000 square feet of retail space and shared parking.

The Neptune Beach Community Development Board is scheduled to hear the requests at 6 p.m. Oct. 21 in the City Council Chambers, 116 First St. City renderings show three separate buildings on the property. Project documents were not immediately available from the city.

Mayor Cori Bylund described the redevelopment as a major opportunity for the city, saying it could be developed responsibly. The site has been vacant since Kmart closed in 2016, and an earlier redevelopment plan did not move forward.

Plans circulated in 2017, before the property was sold in 2019, proposed replacing buildings at the site and other addresses with apartments and retail. The county property appraiser lists the owner of 500 Atlantic Blvd. as TBR Neptune Owner; its principal business address is associated with Atlanta-based TriBridge Residential.
