Jacksonville woman gets 15 months in prison after assaulting officers during immigration operation

A federal judge sentenced Jacksonville resident Jennifer Cruz to 15 months in prison Wednesday for assaulting officers during an immigration enforcement operation. She will also serve two years of supervised release and must complete mental health and substance abuse treatment, testing and anger management, according to the conditions outlined in court.

Cruz, 41, pleaded guilty in June. Federal prosecutors said the confrontation began Jan. 13 after Florida Highway Patrol troopers found that her driver’s license was suspended and sought to have her vehicle towed. Cruz punched Trooper Jessica Manganaro in the face and later kicked two federal officers as authorities tried to put her in a patrol vehicle, prosecutors said.

Manganaro told the court that she broke a finger and underwent physical therapy and orthopedic treatment. She said she still cannot fully close her left hand and struggles with everyday tasks such as opening jars. The trooper, who said she has served for 12 years, also described the strain of video of the incident circulating publicly and the ridicule directed at her family. She asked the judge to impose a sentence that could deter future attacks on officers.

Cruz apologized in court, accepted responsibility and told Manganaro she regretted her actions and would not repeat them.

Her lawyer sought a sentence without prison, citing Cruz’s difficult childhood, remorse and family responsibilities. Cruz’s adult daughter described her as a role model to her three siblings and asked the judge for mercy. An employer also urged leniency, describing Cruz as dependable.

The judge imposed prison time and, in closing remarks, stressed the importance of controlling one’s actions and learning to get along with others.
