HILLIARD, Ohio — Hilliard police have identified Frank Toscano, 62, as the man shot by an officer during an attempted arrest Wednesday night at an apartment on Lowell Lane. Police said officers went to the apartment around 8 p.m. Sept. 16 to arrest Toscano on a warrant connected to a public-indecency allegation. The warrant stems from a report that he exposed himself to a grocery store employee on Sept. 11. According to police, an officer told Toscano to remove his hand from a pocket and move away from the doorway. Police said Toscano then allegedly pulled a handgun and struggled with officers. Officers repeatedly ordered him to drop the weapon, police said. One officer fired a single shot, striking Toscano in the chest. He remained hospitalized Thursday. Toscano has been charged with attempted felonious assault in connection with the confrontation. He also faces the public-indecency charge tied to the arrest warrant. The two officers involved have four and seven years of service with the Hilliard Police Department.
