Texas Attorney General Ken Paxton’s office has opened an investigation into UnitedHealth Group over allegations that the health insurer used deceptive or unlawful practices that may have kept Texans from receiving medically necessary care. On Oct. 5, 2026, the attorney general’s office said it issued Civil Investigative Demands seeking documents and other evidence from the company. The records request is intended to help determine whether UnitedHealth violated the Texas Deceptive Trade Practices Act or other state laws. Among the allegations cited by the office is that UnitedHealth paid nursing homes to delay transferring patients to hospitals when they needed additional medical care. The office also described a Texas patient who received approval for a procedure at RedBud Surgery Center in Austin, underwent the procedure and later received a second letter revoking the approval. The patient was then left responsible for a substantial bill, according to the office. “Alarming reports keep piling up about how United treats Texas consumers,” Paxton said in a statement, adding that he would not tolerate an insurer putting corporate interests ahead of Texans. The allegations have not been established as violations. UnitedHealth’s response was not included in the information available about the investigation; the attorney general’s office said it had been contacted for comment.
