Ukraine reports Starlink service restored after weeklong restrictions
President Volodymyr Zelenskyy said Starlink and the U.S.-controlled Starshield network had returned to their previous operating speeds after more than a week of disruption. The restoration follows a dispute over who imposed the limits and comes as Ukraine relies on the systems for frontline communications, drone operations and logistics.
Ukraine’s Starlink satellite service and the military’s Starshield network have returned to their previous operating speeds after more than a week of disruptions, President Volodymyr Zelenskyy said Saturday, Oct. 24.
Zelenskyy said in a post on X that the restoration began overnight and that performance was back to where it needed to be. Ukraine’s Defense Ministry said its monitoring systems had recorded the service recovery and that connectivity was stable.
The systems are important to Ukraine’s defense against Russia’s full-scale invasion. Ukrainian forces use Starlink for communications near the front, drone operations and logistics, including deliveries of food and water to troops. Zelenskyy has also said the service helps counter Russian drones.
The disruptions sparked a dispute between Kyiv and Washington over who was responsible for limits on access. Zelenskyy said Ukrainian officials believed the U.S. government had prompted the restrictions and that SpaceX acted after receiving a message from Washington. The Trump administration has denied interfering with Ukraine’s Starshield access.
Elon Musk, whose company SpaceX operates Starlink, wrote on X that Starshield is owned and controlled by the U.S. government and that limits on its speed or use are decided by the U.S. military and ultimately the president. President Donald Trump declined Friday to say whether he knew who ordered the restrictions, saying he would not disclose it even if he did. He also defended Musk.
Ukraine’s Defense Minister Yevhen Khmara said the restoration followed direct dialogue by Zelenskyy and was significant for frontline troops, drone operations, logistics and communications. Zelenskyy thanked Americans, including members of Congress, the State Department and Trump.
The restoration comes amid a renewed U.S.-led effort to advance peace talks. Russia has agreed to a trilateral meeting with Ukraine and the United States next month, while fighting continues elsewhere. On Saturday, Ukraine said it attacked a chemical plant in the Russian city of Tolyatti; a Russian drone struck a residential building in Kyiv, causing a fire.
