JANESVILLE, Wis. — The Janesville City Council voted unanimously Monday night, Sept. 28, to impose a one-year moratorium on data center projects, giving city officials time to develop rules for future proposals. The standards under consideration include requirements related to land use, infrastructure and facility operations. The council’s vote temporarily pauses data center development while the city works out how such projects should be reviewed. The decision comes as Janesville residents prepare to vote in November on a separate question involving the former General Motors/JATCO manufacturing site. The council approved referendum language asking whether voters should have final approval authority over large-scale development projects at that property.
