MADISON — Nearly two months after Corey Ruiz was killed by police, residents gathered Thursday for a community forum focused on accountability, policy reform and the city’s response to the death. The Police Civilian Oversight Board organized the meeting, where participants divided into small groups to discuss possible next steps. Housing and broader community conditions were also part of the conversation. The gathering included disagreement over whether Madison should establish a permanent memorial to Ruiz. Skylar Monoceros, who identified herself as a survivor of domestic violence, said a memorial could be painful for survivors because Ruiz had been accused of domestic violence. Monoceros said honoring someone she viewed as a perpetrator could be triggering and urged the city to consider the potential impact on other survivors before creating a permanent tribute. Other residents emphasized the need for a detailed review of what happened and accountability that reaches beyond the Police Department. Siddiqua Veishar said city officials should also be examined as part of that process. Devon Snyder, a member of the Police Civilian Oversight Board, said meaningful accountability depends on public institutions earning and preserving the trust of the communities they serve. Dr. Ananda Mirilli, who facilitated the forum, said the event offered residents a place to grieve and speak openly about the killing and its aftermath. The forum did not resolve the debate over a memorial or announce specific policy changes. It did, however, underscore the competing demands facing Madison officials: investigating the circumstances of Ruiz’s death, responding to residents who want structural reform and acknowledging the harm that some community members associate with memorializing him.
