FRANKFORT — Kentucky Gov. Andy Beshear is asking President Donald Trump to reconsider proposed federal policy changes to Head Start, saying they could undermine early education and child safety for low-income families. Beshear sent Trump a letter Tuesday, Oct. 6, the deadline for public comments on the proposal. He also signed a separate letter with representatives of 24 other states calling for the changes to be reconsidered. At a news conference in Frankfort on Wednesday, Beshear said the proposal could cut funding, increase class sizes, weaken curriculum standards and make children less safe. He called the plan unreasonable and urged Trump to prioritize families and children. Head Start provides free education and other services to children from birth through age 5 in low-income families. The program began as a pilot in 1965. The U.S. Department of Health and Human Services announced its intent to revise Head Start policies this summer. In its proposal, the administration said existing rules were burdensome and that removing some requirements would let local providers focus more on delivering services and less on compliance. Among the proposed changes are a greater emphasis on English and revisions to performance standards that the administration describes as overly detailed and prescriptive. Beshear argues the changes would destabilize early education systems built over decades. The proposal’s effects would depend on the final rules and how they are implemented.
