Ballot omission prompts corrected-vote process for about 570 Floyd County voters

An omitted county commissioner race affected early ballots cast in four Floyd County, Indiana, precincts from Oct. 6 through Oct. 8. Election officials say affected voters will be notified and given a chance to cast a corrected ballot; the cause is under review.

About 570 early voters in four Floyd County, Indiana, precincts received ballots that left off the County Commissioner District 1 race, prompting election officials to arrange a corrected-vote process and investigate how the omission happened. The error affected voters in Franklin, Greenville, Georgetown and Lafayette precincts who voted in person or by absentee ballot from Tuesday, Oct. 6, through Thursday, Oct. 8, the Floyd County Election Board said. Ballots in other precincts were not affected. The board and the Floyd County Clerk’s Office said they have identified affected voters. Each will receive a written explanation and an ABS-5 form. After a voter completes the form and it is processed, officials will provide instructions and an opportunity to cast a replacement ballot that includes the commissioner race. Election officials said they corrected and checked the affected voting-machine programming and ballot styles. In-person early voting resumed Friday, Oct. 9, with the corrected ballots. The board also reviewed all ballot styles again and said it will preserve and reconcile affected ballots, replacement ballots, forms and related records under Indiana election law. Floyd County Democratic Party Chair Adam Dickey said the omission deprived voters of a choice and could damage public confidence in the election. “We should have never been in this situation to begin with,” he said. He added that the priority should be making sure every affected voter can have their voice heard. The Floyd County Republican Party said representatives from both parties reviewed the original ballots through a bipartisan process and cautioned against assigning blame along party lines. Dickey said accountability and safeguards are still needed to prevent a repeat. The Election Board is examining how the race was left off, whether required procedures were followed and what additional safeguards may be appropriate. It said it would not speculate about the cause before the review is complete. The board apologized to affected voters and said its immediate priority is ensuring they have a lawful chance to vote in the omitted race.
