Grand Jury Indicts 17-Year-Old in Fatal First Friday Shooting

A Clark County grand jury has indicted a 17-year-old in connection with the fatal shooting of a 15-year-old during the First Friday festival in downtown Las Vegas, court records show.

Issac Manriquez faces one count of murder with use of a deadly weapon, with intent to promote, further or assist a criminal gang; two counts of battery with use of a deadly weapon resulting in substantial bodily harm; and one count of carrying a concealed explosive substance, firearm, pneumatic gun or other dangerous or deadly weapon.

The indictment was filed Friday. Manriquez is in custody and was ordered held without bail. His arraignment is scheduled for Nov. 12.

The shooting occurred during a fight near Main Street and Charleston Boulevard on Oct. 2, according to police. Carth Onasi Jacobs-Rodgers, 15, was killed.

According to an arrest report cited in previous reporting, Manriquez told detectives the shooting followed a confrontation between two groups at the festival.

The case has shaken the community and raised questions about safety at public events. First Friday, a monthly arts and culture festival in the Arts District, draws thousands of attendees. In the wake of the shooting, local artists organized an alternative art crawl, according to local reports.

The indictment includes a gang enhancement, which alleges the crime was committed to benefit a criminal gang. Such enhancements can carry additional penalties under Nevada law.

Manriquez is being charged as an adult. The Clark County District Attorney's Office has not announced whether it will seek to certify him as an adult for trial, but the grand jury indictment suggests the case is proceeding in adult court.

The investigation is ongoing. Anyone with information is urged to contact the Las Vegas Metropolitan Police Department.
