Jacksonville council panel approves subpoena as Nat Ford agrees to discuss JTA finances

Former Jacksonville Transportation Authority CEO Nat Ford has agreed to answer City Council questions about the agency’s finances, governance and performance, as local officials scrutinize a $39 million budget shortfall and its consequences for riders and workers.

A Jacksonville City Council committee voted Tuesday, Oct. 20, 2026, to authorize a subpoena for Ford. Councilman Rory Diamond said the council is coordinating with Ford to schedule voluntary testimony, making it unnecessary for now to compel his appearance. The Finance Committee and Financial Audit and Oversight Select Committee want Ford to address JTA’s past, current and projected financial stability, operations, governance and transportation priorities.

Ford’s final day at JTA was set for Wednesday. He is due to become CEO of Dallas Area Rapid Transit the following week. Diamond said the council could seek to enforce a subpoena in court if Ford did not appear, including in Texas, but said he trusted Ford to testify voluntarily.

The council’s scrutiny comes amid significant changes at the transit agency. JTA has made route reductions and widespread layoffs after the budget gap emerged. The Florida attorney general’s office has also opened a criminal investigation connected to the shortfall. At a recent oversight committee meeting, council members learned that JTA board members had received limited information about financial projections for years.

Questions about Ford’s leadership have also included his compensation and travel. An investigation reported that his annual salary exceeded $600,000 and that JTA spent nearly $41,000 on his travel in 2023. Ford has not been reported as charged with a crime.
