Nonpartisan legislative staff prepare it, with input from outside groups and lawmakers. Colorado is one of nine states that produce a nonpartisan voter guide of this kind. Legislative staff estimate production will cost more than $3 million, including about $850,000 for postage. Colorado voters approved expanded distribution of the Blue Book in 1994. The guide’s growing size reflects the extensive ballot facing voters. The 2024 edition was so large that the state had to use a different binding method, according to the reported figures.
