Arlington operator admits criminal negligence in case involving unlicensed care homes
An Arlington woman who ran an unlicensed home-care business pleaded guilty Tuesday to criminally negligent homicide, according to court documents, amid a police investigation into the deaths of people who had been in her care. Regla “Su” Becquer operated Love & Caring for People LLC, which ran five community-living homes in Tarrant County and said it provided supervised personal care for adults who needed assistance. Authorities have investigated the business for months. Investigators found evidence of alleged abuse, neglect and fraud, as well as evidence that Becquer took possession of clients’ phones, vehicles and homes, according to the account of the investigation. Police identified at least 20 clients who died since September 2022 and said there could be additional deaths. Most of the clients had been cremated or buried, and only two received autopsies. One autopsy found that 60-year-old Steven “Kelly” Pankratz died from mixed drug toxicity while under Becquer’s care. The available court information identifies Becquer’s guilty plea as criminally negligent homicide. It does not specify a sentence or provide further details about the plea. The investigation has also included a murder charge connected to Pankratz’s death, according to prior police coverage. The case raises questions about oversight of unlicensed residential care, where adults who need support may live outside the protections and monitoring required of licensed facilities. Authorities have not said how many other people may have been affected.
