Baltimore City teachers are set to receive raises under a two-year agreement approved by the Baltimore City Board of School Commissioners and the Baltimore Teachers Union.

The board approved the contract at a public meeting Oct. 21. It provides across-the-board increases of 2% in fiscal 2027 and 2.3% in fiscal 2028. Including typical annual step increases, most union members can expect their total pay to rise about 10.3% over the two years, according to information released about the agreement.

The contract also increases compensation for work outside the regular school day and raises stipend rates. It revises 39 sections of the employee agreement, with the stated aim of clarifying policies and improving staff members’ work experience.

The district and union also plan to work together on health care costs while seeking to keep employee insurance premiums affordable. The agreement comes as district leaders cite changing economic conditions and the cost of living as reasons to offer competitive salaries and support educator retention.

Board Chair Robert Salley said the agreement recognizes educators’ role in student achievement and provides pay increases while maintaining access to quality, affordable health care. Schools CEO Jermaine Dawson called educators essential to the district’s mission and said the agreement is intended to support their financial well-being and professional growth.
